A driven, territorialist minister at Treasury has extended its powers
to include the appointment of people of Treasury mind or background to
bodies that might otherwise have been liable to develop more independent
attitudes. The so-called Treasury view does not have to be assertive any
more, as it once ferociously was; it now holds the field and will doubtless
be more than ever prone to the tendencies towards mediocrity that a monolithic
nature fosters.
