Attends meetings twice weekly to prepare Western Australia’s case for a hearing of the Commonwealth Grants Commission.

John Francis Curtin (John Curtin’s son) recalls that his father and ‘one or two other members [preparing the case for the Commonwealth Grants Commission], plus government officers, were meeting at the GPO in Perth in the Commonwealth Rooms, once or twice a week to formulate their case. So the breaking of the ankle could not have come at a worse time. He could not get to Perth and it meant that members of the Commission had to make alternative arrangements,and the only available arrangement was for them to come down to our house. That meant that mother then had to provide morning and afternoon teas and perhaps luncheon as well. ... This went on for a fortnight at least before they were able to formulate the case. By then I think his ankle had improved enough for him to, with the aid of stick, go and catch a train to Perth.’ 2

‘Dear Dr Battye

I am afraid the Trustees will be disposed to regard me as a very useless addition to their number. But for the present I cannot attend meetings.

Absence from the State explained my inability to attend the December meeting, and, unfortunately during the holiday period I sustained a fractured ankle. It is mending now but I will not be able to attend the meeting called for next Monday…’ 3

[Curtin sent a letter to Dr Battye on 24 April 1936 resigning as a member of the Trust, because of the ‘impossibility of attending’ and is ‘oppressed by the thought that some very useful citizen, who would gladly share the executive work, is precluded by my membership from identifying himself actively with you.’ Curtin’s resignation was accepted at the Trustees’ meeting of 11 May 1936, and his place was filled by Dr Cyril Bryan in August 1936. Attends ‘the last meeting of the members of the Metropolitan Whole Milk Board appointed to administer the Act’ (which was proclaimed and signed by P Collier the Premier on 1 November 1933). ‘The personnel of the Board which will act from mid-July has not yet been officially announced.’

‘As a mark of appreciation the chairman was presented with a framed photograph of the board, and a similar presentation was made to Mr Groves, the retiring producers’ representative. 23

Mr Curtin gave ‘an impressive and eloquent address which lasted over an hour and three-quarters. He held the close attention of his audience right throughout his long address and was warmly applauded at its conclusion’ 30

In debate on the Second Loan Bill, 1934, through which the Commonwealth hoped to raise £5,000,000 for works connected with postal and telephonic services, questions the Government's ability to formulate successful employment projects at Federal level. Argues that the money should instead be allocated to the States who have the momentum to create employment. Also argues against using the money for ‘relief work’, claiming that it is both wasteful of resources and unsatisfactory for the men employed. 54

  Speaks during the 1934-35 Budget debate, questioning the Government's handling of the economy, and describes the Budget as ‘entirely disappointing’, with no provision for rural rehabilitation, no unemployment relief, and little help for wheat growers. Calls on the Government to make good its election promises and provide immediate assistance to the vital rural industries. Urges Federal Parliament to address the unemployment problem by allocating funds for government and municipal projects in the States. 55

  Describes as ‘entirely misconceived’ a Government proposal in the Appropriation (Works & Services) Bill to provide a total of £176,000 for Christmas relief work for the unemployed on Commonwealth buildings and services in the various States. Argues that it would be better for the Commonwealth to recognize the excellent work the States are doing for the unemployed and give them the money to supplement the assistance being provided. 56

  Expresses concern in a speech during an Adjournment debate regarding a proposed trade agreement between Australia and Belgium, and the intention to exempt Belgian glass from the current tariff on all imported glassware. Sees this as an attempt by the Government to end the recent Belgian embargo against Australian meat. Welcomes the end of the embargo, but warns of implications to Australia's trade relations with the British Empire of a decision to give preferential treatment to a non-Empire country. 57
